Possibly is a fungal infection. Does it itch ?  I would use Daktarin cream on the area and between the toes. Use the cream daily and for a few days after it goes. Fungal infections are easy to pick up and can look very different from person to person. If you are unsure get your son reviewed by a Podiatrist who may take a skin sample from the circles.
